With zToggle you don’t have to use PwnageTool or RedSn0w to activate/deactivate multitasking feature on iOS 4.2.1 and 4.3 firmware also.
zToggle is a free app allows you to easily enable and disable multitasking and background wallpaper features on iPhone 3Gs and iPhone 4.
zToggle is a pretty simple app that doesn't require to perform any tough procedure.
What zToggle does is simply provides you with [ON] [OFF] toggle so you can turn it ON or turn it OFF easily.
zToggle app is compatible with iPod Touch 2G, iPhone 3G, 3GS and iPhone 4. Don’t forget to jailbreak your iOS before installing this app.

Steps
  • open up your iPhone's spring board/Home screen.

  • zToggle will be on the top of search results, click to open it

Update:
Restarting Springboard Bug (iPhone 3G)
The only problem with this is that on iOS 4.2.1 there is a glitch which puts you into safe mode when switching between the apps. Fortunately the cure has been discovered.
Foillow Steps Below:

  • Go to cydia>search
  • search for iFile
  • install it, return back to your spring board
  • now run iFile by clicking its icon on spring board and navigate to "/system/library/coreservices/springboard.app/n82ap.plist"
  • open N82ap.plist file, now click edit
  • find something like"
  • <key>opengles-1</key>
    <true/>
  • now replace 1 with 2
  • so the new code shall be"
  • <key>opengles-2</key>
    <true/>
  • save it and restart spring board
  • now enjoy multitasking without errors and bugs
